Orienting new refugees and immigrants around rules and regulations in their new communities is key to effective resettlement. Having said that, expecting refugees to grasp everything regarding their new communities in one sitting, within a couple of hours of orientation, with their limited English, is an equally unrealistic goal set by organizations working with refugees. Without proper cultural orientation, refugees literally fall into the cracks and the same system that fails to communicate their responsibilities to them, finds them liable later on.
